Gas prices follow oil prices, and oil prices have been rising. The price of the foreign oil that's imported by most U.S. refineries and turned into gasoline and other fuels has risen 11 percent so far this year, to about $119 a barrel, because of tensions with Iran, a cold snap in Europe and rising demand from developing nations. Oil produced in the U.S. and used by refineries in the middle of the country to produce gasoline is up 4 percent to about $103 a barrel, 19 percent higher than a year earlier. No presidential "big idea" can reverse those forces.

For offshore, the energy information agency data show production has surged in the first two years of the Obama administration after being on a downward trend since 2003. In 2008, prior to Obama taking office, Gulf oil production hits its lowest level in a decade.
A recent report from the agency predicts that in the short term, oil production in the Gulf of Mexico, where Obama placed a moratorium on new deep-water exploratory drilling after the massive BP oil spill, will show an overall decline for this year before rebounding.

GINGRICH: "In North Dakota, where the developments are on private land so the liberals have not been able to stop them, the Obama U.S. attorney for North Dakota filed a lawsuit because eight migratory birds had been found dead near oil fields."
THE FACTS: In August 2011, U.S. Attorney Timothy Q. Purdon ? an Obama appointee and top Democratic activist ? charged seven oil companies with killing 28 migratory birds in violation of the Migratory Bird Treaty Act. Some of the birds were not found "near oil fields" as Gingrich claims, but were discovered drenched in oil in waste pits, which birds and waterfowl land in after mistaking them for ponds. In North Dakota, such waste pits have multiplied in the state's drilling boom.
Prosecutors have dismissed charges against one company, and a federal judge in September dismissed charges and rejected plea agreements for the other six firms. The U.S. attorney plans an appeal.
All seven companies had previously been fined for violating the same law, and some of those enforcement cases had been filed under previous administrations. Bird deaths from oil pits can be avoided by simply covering the open tanks with netting, federal inspectors say.
The Justice Department has also brought criminal proceedings against oil companies for breaking the law prior to Obama's tenure.

To replace what the U.S. is importing from those two countries with drilling alone would require domestic oil production to grow by 25 percent. The EIA predicts domestic production will peak in 2020, but even that won't be enough to cover what is imported today from those two countries. Eliminating dependence on imports would require both more domestic production and reduced demand. U.S. oil imports dropped below 50 percent in 2010, thanks in large part to a lackluster economy, more efficient cars and the blending of ethanol into gasoline.

GINGRICH: "Now I want you to think about this: Thousands of migratory birds are killed every year by wind turbines. But wind turbines are one of President Barack Obama's favorite alternative fuels, so they are green. Justice Department records show that while charges have been brought under the Migratory Bird Treaty Act for birds killed by power lines, oil field waste pits and inaccurate pesticide applications by farmers, bird deaths by wind farms have so far escaped prosecution. So, too, have much larger sources of bird deaths such as automobile strikes, cat attacks and birds colliding with buildings, which could also be prosecuted under the law but aren't.

GINGRICH: "The Environmental Protection Agency under President Obama has a proposal for a brand-new regulation that would, on average, raise the cost of gasoline another 25 cents."

The Nature of Risk in Value Investing ? Value Stock Guide
Held long enough, the price of a security approximates its value.

The critical phrase here is ?held long enough?. We will discuss ?risk? with this as a backdrop. For investors who are essentially short term investors, looking for a quick profit, the value in the business does not matter much. When investing is not based on the underlying business fundamentals, it quickly becomes speculation. And speculation is notoriously hard way to create long term wealth on any sustained basis.
So What is Risk?
Quite simply, risk is the possibility that the investment does not work out well. In some cases, you might have to wait longer than expected for the value to be realized. In other cases, you may even experience a loss of capital.
This can happen for a number of reasons:
- You make a mistake in building the investment thesis for the stock ? Value investing is more art than science. Mistakes can happen. You might over estimate the value of an asset, or under estimate the level of distress on the business. Or you just might have a misplaced decimal point in your spreadsheet. While it is essential to be as thorough as possible during the due diligence period, and lean on the conservative side, it is fool hardy to believe that the possibility of a mistake does not exist.
- The market continues to stay irrational on the security ? Ever buy a stock that you think is a terrific value, and two years later, the stock is still a terrific value? I have. Although the stock has returned a quite respectable gain in these 2 years, the undervaluation persists. Some of the other stocks may be even less fortunate and the price might barely budge for years, even as the company fundamentals continue to improve.

Value investors try to protect against the uncertain future by paying more attention to the assets and asset quality and less credence to the earnings projections. There are still other ways your investment thesis may trip up. Economic conditions may change. Competition may intensify. FDA approvals may be withheld. Management may turn out to be corrupt.
How do you Protect Against these Risks?
The simplest way to protect against the risks that you may not even know exist, is to demand a healthy discount to value of the security you are buying. Also called ?margin of safety?, a typical 30%-40% discount to the intrinsic value is a good protection against unknowns and your own mistakes in your analysis. In cases where the business has significant risks that are KNOWN, it may still be a terrific investment if you can buy the stock at a greater margin of safety. There are very few sure things in investing and the goal is to maximize your returns adjusted for risk. Sometimes, you may have to take some calculated risks when the potential rewards justify it. To protect your downside, a margin of safety approaching 80% or more may be required (subscribe to my stock newsletter and I will email you an example).
All this assumes that you are researching and analyzing the business of the company and its fundamentals before you make the buy decision. Not knowing the business you are investing in exposes you to another type of risk. The stock may indeed be a great investment, but you may not be able to realize the profits if you miss the red flags that might appear in the future.
Risk is Not the Same as Volatility
If you have done your homework on your stock picks and are very confident in your research, and the company continues to execute in a way that affirms your thesis, why should you care if the stock price continues to go up or down on a daily basis. Daily stock fluctuations merely reflect the daily demand and supply of the shares, which for small cap stocks that are less liquid may be extreme. Have the patience to wait for the market to catch up with the value, which it will over time.
That being said, volatility does create opportunities to increase your stake in the company. If the business is truly undervalued, any opportunity to increase ownership should be welcome.
On the flip side, it is quite possible that a stock may hit your valuation target on a short term upswing. In cases like this, there is no reason to not liquidate your position if you can. Taking profits early is always better. You can redeploy your capital in other more undervalued assets. I always go in a new investment with a target sell price and put in a GTC limit order to sell at that price. Sometimes, I may revise the target price up or down depending on how the company performs in the future. This is not the same as a short term speculation strategy. The difference is that you know what you are doing.
A disciplined buy and sell strategy and the commitment to stick with it is essential to manage your risk. It is altogether too easy to get carried away with ?momentum? and ?hype? when the stock price is on the rise. Emotions and sentiments should play no role in your investing.
With this being said, you should get in the habit of reading Wall Street?s reports and ignoring their recommendations. More on this later!

Karzai says Afghanistan joins Taliban peace talks: report (Reuters)
(Reuters) ? The U.S. and Afghan governments have begun secret three-way talks with the Taliban, Afghan President Hamid Karzai told The Wall Street Journal, in a move that could bolster U.S.-led efforts to convene fully fledged peace talks within months.
Karzai's government had previously been excluded from early, exploratory contacts between the Taliban and the United States, with the insurgents seen as resisting the involvement of a local administration they regard as a puppet of Washington.
But the Journal quoted Karzai on Thursday as saying the Taliban were "definitively" interested in a peace settlement to end the 10-year war in Afghanistan, and that all three sides were now involved in discussions.
"People in Afghanistan want peace, including the Taliban. They're also people like we all are. They have families, they have relatives, they have children, they are suffering a tough time," the Journal quoted Karzai as saying in an interview conducted on Wednesday in the Afghan capital.
"There have been contacts between the U.S. government and the Taliban, there have been contacts between the Afghan government and the Taliban, and there have been some contacts that we have made, all of us together, including the Taliban."
The newspaper said Karzai had declined to specify the location of the talks or go into further detail, saying he feared this could damage the process.
Karzai's comments have been published as he prepares to meet the leaders of neighboring Pakistan and Iran in Islamabad on Thursday for a summit set to focus on security issues, including the Taliban insurgency and support for it from within Pakistan.
Washington wants to accelerate the fragile talks with the Taliban so it can announce serious peace negotiations at a NATO summit in May, officials say, in what would be a welcome bright spot in Western efforts to end the war in Afghanistan.
The United States hopes it can declare a start to authentic political negotiations between the Afghan government and the Taliban at the May 20-21 summit in Chicago, after a year of initial, uncertain contacts with militant representatives.
It would be a needed victory for the White House and its NATO partners in Afghanistan as they struggle to contain a resilient insurgency and train a local army while moving to bring their troops home over the next three years.

Decision time for researchers of deadly bird flu

LONDON/GENEVA (Reuters) - When 22 bird flu experts meet at the World Health Organization (WHO) this week, they will be tasked with deciding just how far scientists should go in creating lethal mutant viruses in the name of research.
The hurriedly-assembled meeting is designed to try and settle an unprecedented row over a call to ban publication of two scientific studies which detail how to mutate H5N1 bird flu viruses into a form that could cause a deadly human pandemic.
But experts say whatever the outcome, no amount of censorship, global regulation or shutting down of research projects could stop rogue scientists getting the tools to create and release a pandemic H5N1 virus if they were intent on evil.
"It doesn't matter how much you restrict scientists from doing good, bad people can still do bad things," said Wendy Barclay, an expert in flu virology at Imperial College London.
The WHO called the meeting, for February 17 and 18 in Geneva, to work out how to break a deadlock between scientists who have studied the mutations needed to make H5N1 transmit between mammals and U.S. biosecurity chiefs who want their work censored or "redacted" before it goes into scientific journals.
Since the two research teams, one in the Netherlands and one in the United States, have found that just a small number of mutations would allow H5N1 to spread like ordinary flu between mammals - and remain just as deadly as it is now - the meeting is likely to be tense and highly secretive. WHO officials repeatedly stress it will be a "closed door" event.
DEEP CONCERN
The United Nations health body has said it is "deeply concerned about the potential negative consequences" of work by the two leading flu research teams who in December said they had found ways to make H5N1 into a easily transmissible form capable of causing lethal human pandemics.
Flu researchers from around the world - more than 30 teams in all - declared a 60-day moratorium starting on January 20 on "any research involving highly pathogenic avian influenza H5N1 viruses" that produce easily contagious forms of the virus.
The WHO has invited 22 people to this week's meeting, including the researchers who carried out the work, editors of the two journals, Science and Nature, who were asked to hold publication, and representatives from the U.S. National Science Advisory Board for Biosecurity (NSABB) which asked for the papers to be censored.
Keiji Fukuda, the WHO's Assistant Director-General for Health Security and Environment, who will chair the meeting, says he would like to secure agreement on whether the studies should be published, in full or part, and who should have access to them.
The scientific know-how is seen as vital for scientists to be able to develop vaccines, diagnostic tests and anti-viral drugs that could be deployed in the event of an H5N1 pandemic.
"It is important that research on these viruses should continue," Fukuda told Reuters. "They do pose a risk. There's a lot of things we don't know about them. The question is not really should we continue to do research ... but under what conditions can we do it so we don't unnecessarily create fears and risks."
The H5N1 virus, first detected in Hong Kong in 1997, remains entrenched among poultry in many countries, mainly in Asia, but so far remains hard for humans to catch. It is known to have infected nearly 700 people worldwide since 2003, killing half of them, a far higher fatality rate than the H1N1 swine flu which caused an influenza pandemic in 2009/2010.
Ron Fouchier, the scientist leading the Dutch team that gave H5N1 various genetic mutations and made it transmissible in mammals, argues the research must be published to help public health officials better prepare for a scenario where the virus could mutate and become more deadly, spreading from person to person via coughs and sneezes.
He has also said other research teams around the world are close to the same findings, some of them inadvertently, and should be warned in advance how the virus could become airborne.
In the short term, most scientists agree the moratorium is "a good gesture," as flu expert and former WHO health security adviser David Heymann describes it, one that offers the research community space to think.
SUPER STRAINS
But can it, or should it, go on forever?
Heymann, Barclay and many other scientists argue that stopping this type of research into flu viruses and other potentially lethal pathogens would set a dangerous precedent.
Although adding and deleting genes can create super-strains that put the entire world at risk, Heymann said, such work is also vital to developing tools such as effective vaccines and diagnostic tests which are needed quickly if a pandemic hits.
Preventing this research would also prevent legitimate and well-intentioned researchers from using all possible scientific options to prepare for naturally occurring, or deliberately caused, outbreaks.
John Edmunds, who heads the department of infectious disease epidemiology at the London School of Hygiene and Tropical Medicine, describes studies on genetic mutations of H5N1 as "very, very important work" that should not be stopped.
"This flu strain has the potential to cause such enormous damage, and it's important to know how far away we are from a horrible event like that," he said. "It appears we're not that far off it. That doesn't mean it's inevitably going to happen, but it makes it more important that we're vigilant."
Heymann, who now leads the Center on Global Health Security at the Chatham House think-tank in London, says the best possible outcome would be a globally-agreed "best practices framework on how you conduct this research and how you provide the information to others."
"It's also crucial to get understanding that even if you don't provide this research information, there are ways that rogue scientists can get it if they want to," he said.
